Who is guilty: Data or the System?

If it’s the “same data” for everyone, then why does each organization have different outputs and feedbacks?Some complain about the quality of data while others finish work early and run in a steady state….So it’s not really the data, it’s the way we as users load, accept or reject, store, link, delete and recycle information back into the system to keep it fresh. The margins of error we all know and love is introduced by users who assume that “data never changes” and uses this excuse to not maintain it.
